Uhhhh.... did that dude on the Little Rascal do what I think he did?

I don't know... I might have to call "shenanigans" on this.  Either Koreans are making far superior mobility scooters than we Americans, or this could be fake?  I mean, every Rascal I've ever seen goes like 1 mile per hour and could never somehow pry open an elevator door.
